Gambling certainly is not new; in fact, through the study of artifacts and other records, archeologists have discovered games of chance dating back to 3,000 B.C. The thirteen original colonies in this country used raffles and lotteries to raise money for public works, as did some of the first universities (e.g., Harvard, Yale). However, gambling has never been ubiquitous as it is today. Forty-five years ago, only Nevada and New Jersey had legalized gambling. In 1964, New Hampshire, a state with no income tax and a small state budget, introduced a state lottery. By 1999, most other states had followed suit with state-sponsored lotteries.» Full Article
